Changes to Rank system

Currently the server has a ranking system of Unranked to R8, however many some players are already R8. Swingingkings is thinking of changing the rank system and the donator ranked system.

The changes that may occur are:

- Rank costs
- Rank commands
- More ranks
- Ways to rank up
- Donator commands

I think the ranks should go up to 10 just to make it even. For the perks and commands, I don't know.

For those interested, here are the rank costs and perks:

R1 Diamond on PMC, or $1000 to Swing and a forum account Perk: kit 4 sponges

R2 $15000 and 32 sponges Perk: kit 8 sponges

R3 $20000 and 96 sponges Perk: Can hold auctions, /auc

R4 $60000 and 256 sponges Perk: Protect Land (may not be functional)

R5 $100K and 512 sponges Perk: workbench (/workbench)

R6 $150K and 1024 sponges Perk: two donor points

R7 $250K and 1500 sponges Perk: kit 16 sponges
