Purchase of Individual Perks

Hai Perthcraftians,
Umm, I asked swing a while ago about the purchasing of *individual perks*, he said he was gonna ask Mr.Spiddles, but because he seems a little unactive, im just gonna make a thread on this. So, I was just wondering can we purchase individual perks without the purchase of the whole pack.
Example: pay _$ for _______ Perk.

Well, as Swing and I already had a conversation like this.. he told me you can't ask for a perk change unless you're CEO and above. Why? I've got no idea, but eh. I'd like to see an owner reply to this.

This is what i asked before i first donated,
Half the stuff i wouldn't use nor want, I was donating simply to get certain perks.
Changing it now would be quite disastrous and the pricing would be unfair in pretty much any way.
